Quinn became the week 7 HOH after Tucker Des Lauriers was evicted from the game. Throughout Big Brother season 26 so far, Quinn has been in many different alliances, including the Andersons, the Collective, the Pentagon, and the Visionaries. This is technically Quinn's second HOH reign because he was Big Brother's Deepfake HOH in week 4 and took over Angela Murray's power.
The Big Brother 26 live feeds have revealed that Quinn won the week 7 HOH competition. He plans to nominate Angela, Rubina Bernabe, and Kimo Apaka for eviction. Quinn told Chelsie Baham that she was safe, and Chelsie said that they should stick together with Cam Sullivan-Brown. Quinn said that he'd like to add T'kor Clottey to their side as well, and he said that he probably wouldn't nominate Makensy Manbeck. He told T'kor that she was safe. Quinn later promised Joseph Rodriguez that he'd never put him up and added that he wasn't going to nominate Leah Peters.

Quinn Isn't Really Targeting Angela Murray
Quinn also told Joseph that he wanted Kimo on the block because he's exhausting. Although Quinn plans to nominate Angela, he told Cam that he didn't really want to evict her. However, he told Kimo that if he went up, he'd be a pawn and that Angela would go home. Kimo asked what would happen if Angela came off the block, and Quinn answered that Rubina would go home. It's hard to know exactly what Quinn is thinking, especially since he's been so diabolical all season.
Angela would be an easy choice for a target for Quinn. She's been nominated for eviction several times this season, and she's caused so much chaos. However, Quinn doesn't seem to want to target Angela this week. It might make sense for him to try to evict Rubina, since he's never worked with her. It's interesting that he'd nominate Kimo because he was in the Visionaries alliance with him and T'kor, and seemed to want to go to the end with them. However, Kimo didn't vote out Tucker, so he and Quinn weren't on the same page.
Now it seems as though Quinn is going back to what's left of the Pentagon: Chelsie and Cam. Big Brother 26 has been so unpredictable that, even if Quinn sets a clear target for eviction, everything could change before Thursday. T'kor didn't expect her pawn Tucker to go home, but he did after not winning the Power of Veto or the BB A.I. Arena competition. There are so many variables on Big Brother 26, so, as HOH, Quinn should continue to "expect the unexpected."
