CBS The Bold and the Beautiful spoilers reveal that Finn was quite surprised to see Luna at Bill's house. Aren't Bill and Luna not related at all? Bill's girlfriend and Luna's mother, Poppy, is in prison. It doesn't make sense that Luna is not Bill's daughter but lives at Bill's place. Finn later learns that Luna decided to live there even though she is not Bill's biological daughter. Bill also promised to still care for and love Luna like before. However, this situation really doesn't make sense. Bill and Luna shouldn't be together in any case.
Finn doesn't understand why Luna continues to stay when Poppy isn't around. Finn thinks Luna has feelings for Bill, which is why Luna stays at Bill's mansion regardless.
